В /etc/net/scripts/config-ipv6 имеется вызов
pickup_defaults
но нет вызова pickup_options (а в config-ipv4 есть), поэтому добавление в файл options интерфейса опции DONT_FLUSH=yes не даёт никакого эффекта.
