$ rpm -ql libopensc-devel возвращает только
/usr/lib/libopensc.so

апстрим зачем то сам убрал его из списка install в makefile'е:
...
noinst_HEADERS = cards.h ctbcs.h internal.h esteid.h muscle.h muscle-filesystem.h \

	opensc.h pkcs15.h \
...

Да, как выясняется после прочтения NEWS из релиза:
This library is now internal, only                                                                                                                 
used by opensc-pkcs11.so and command line tools. Header files are                                                                                                                
no longer installed, library should not be used by other applications.                                                                                                           
Please use generic PKCS#11 interface instead.
