Для rasdaemon-0.8.3-alt1 на p.a.o написано:

/etc/rc.d/init.d/rasdaemon: not systemd compatible: lsb init header missing and rasdaemon.service is not present. See http://www.altlinux.org/Services_Policy for details.;

Но /lib/systemd/system/rasdaemon.service в наличии
